State & Local Government

Your city runs 24/7.

Police, fire, dispatch, water, courts, permitting, and city hall all run on the same network, and a small team keeps it all up. Pantheon Global IT helps cities, counties, and special districts stay secure, stay compliant, and modernize on a public-sector budget, purchasable through the contracts you already use.

Trusted by cities, counties, K-12 districts, colleges, and hospitals.

Sound familiar?

Critical services. A small team.

We help you fix the root cause: documented, compliant networks, predictable lifecycles, costs you can defend, and a team that knows how to run what you own.

The CJIS audit is coming, and nobody is sure the network diagram is current. Or whether one exists.

One person knows how everything connects. Police, utilities, and city hall depend on knowledge that lives in one head.

A vendor renewal just doubled. Licensing changes you didn’t ask for are blowing up a budget council already approved.

Equipment ages out at different times, so every budget season starts with an emergency.

Ransomware hits cities every week, and cyber insurance questionnaires keep asking harder questions.

Council wants answers in plain English, while your team is keeping 911 and water online.

Public safety

CJIS and public safety

If your police department touches criminal justice information, your network is part of the audit.

The CJIS Security Policy doesn’t care how small your IT team is. Auditors want to see where CJI lives, how it moves, who can reach it, and proof that the controls are in place. We help cities and counties get audit-ready and stay that way.

  • Network documentation. Current diagrams showing every path CJI takes, ready to hand an auditor.
  • Segmentation. Public safety separated from city hall, guest Wi-Fi, and everything else.
  • Firewalls and encryption. Supported, properly configured firewalls and validated encryption for CJI in transit.
  • Advanced authentication. MFA for anyone accessing CJI, including remote and mobile users.
  • Logging and audit trails. Centralized logs with the retention and review auditors expect.
  • Policies and evidence. Written policies, procedures, and a remediation tracker that shows progress.
  • Beyond CJIS. Utility and water system networks, court systems, and state-mandated cybersecurity training requirements.

Based on a recent city engagement

From a failed CJIS audit to a clean pass

The situation

A city of about 45,000 residents failed its CJIS security audit. The findings were serious: no current network diagram, a firewall past end of support and out of compliance, no clear separation between police systems and the rest of the city network, and no documented safeguards. The city had a remediation deadline, a three-person IT team, and a police chief asking hard questions.

What we did

We started by sitting down with the IT director and police leadership to walk through every audit finding. Then we went further. A full review of the network turned up issues the auditors hadn’t flagged yet: shared administrator accounts, remote access without MFA, police traffic crossing the same network as public library Wi-Fi, and no centralized logging. We built one remediation plan that covered the audit findings and the hidden risks, prioritized by deadline and impact.

The solution

  • A complete, current network diagram showing every path criminal justice information takes
  • Supported firewalls with policies built to CJIS requirements and validated encryption for CJI in transit
  • Public safety segmented from city hall, guest Wi-Fi, and every other department
  • MFA for all CJI access, including remote and mobile users
  • Centralized logging with retention and review procedures
  • Written policies, procedures, and an evidence binder the IT team can maintain

The results

  • Every finding in the remediation plan closed before the deadline
  • The city passed its follow-up CJIS audit
  • Four additional risks found and fixed before an auditor or attacker found them first
  • Documentation the IT team owns and updates, so the next audit is routine, not a fire drill

Based on a recent county engagement

A licensing shock, a 100-day runway, and two-thirds saved

The situation

A mid-size county had invested in a hyperconverged platform to run its core servers: public safety, finance, courts, and records. Then the virtualization vendor behind it changed its licensing model. The renewal quote ballooned, previously purchased licensing wasn’t being honored, and the county had less than four months before the renewal date. Hardware supply chains were tight, and staying put meant blowing up the budget commissioners had already approved.

What we did

We sat down with the IT team to document exactly what the county used day to day: high availability, snapshots, replication, centralized management, and the workloads that couldn’t go down. We matched those features to a hyperconverged solution built for small IT teams, with licensing included and no per-core surprises. Then we used our distribution relationships to secure hardware during a supply shortage and built a migration plan that beat the renewal date.

The solution

  • A new hyperconverged cluster with the same capabilities the county relied on: high availability, snapshots, replication, and single-console management
  • New hardware with five years of support and maintenance included
  • A phased migration of every production workload, scheduled around public safety and court operations
  • Hands-on training and documentation so the county’s team could manage the new platform from day one

The results

  • Fully migrated in under 100 days, ahead of the renewal deadline
  • About two-thirds less than the projected renewal, including new hardware and five years of support
  • No unplanned downtime for public safety or court systems during the cutover
  • A simpler platform the county’s team manages themselves, with a predictable cost for the next five years

CJIS, audit evidence, and documentation are part of the design, not an afterthought.

Simple over shiny.

We recommend what your team can run, even when that means selling you less.

Clear service pricing.

Fixed-price projects or prepaid Service Units, so there are no surprise invoices.

A clean handoff, with help when you want it.

Every project ends with documentation and knowledge transfer, and manufacturer support takes it from there. Need extra hands? We can co-manage alongside your team.
